    4.1(b).i. Particulars of the organization, functions and duties:

    Name & Address of Organisation: Variable Energy Cyclotron Centre, 1/AF, Bidhannagar, Kolkata-700064, West Bengal.

    Head of Organisation: Director, VECC

    Vision, Mission & Key Objective: Variable Energy Cyclotron Centre is a premier R & D unit of the Department of Atomic Energy, Government of India and one of the constituent institutions of Homi Bhabha National Institute. This Centre is dedicated to carry out frontier research and development in the fields of Accelerator Science & Technology, Nuclear Science (Theoretical and Experimental), Material Science, Computer Science & Technology and in other relevant areas.

    Function & Duties: The mandates of the Centre were to carry out research in experimental nuclear physics, radiation damage studies and isotope production for research and nuclear medicine. The centre became a national facility with full-fledged design and development facilities for mechanical engineering, power electronics, RF engineering and computation. To support the experimental nuclear physicist a strong theory group also emerged.
    Over the years the expertise grew in other fields of science like accelerator design and related technology development, cryogenics, detector development and VECC emerged as a hub for international collaboration in High Energy Physics and accelerator technology. VECC has active collaborations with CERN, BNL, FAIR, TRIUMF, RIKEN, GANIL, DUBNA.
    At present VECC has 3 Cyclotrons – K130 Cyclotron operating since 1977, K500 Superconducting Cyclotron which accelerated internal beam in 2009 but diagnosed to have 1st harmonic magnetic field error which is now being corrected so that beams can be made available for experiments, and a 30 MeV H- medical cyclotron which is at the installation stage.
    In order to carry out nuclear physics in the domain of exotic nucleus a Radioactive Ion Beam facility has been built which would act as a part of the more complex accelerator facility under the major upcoming project named Advance National facility for Unstable and Rare Ion Beam (ANURIB). The RIB facility is presently being utilized for study of defect propagation and surface physics of materials.
    The Centre is equipped with the state-of-art High Performance Computing facility and extensive network infrastructure.
    VECC is also a Constituent Institute of Homi Bhabha National Institute (HBNI), a deemed to be University.
    At present the centre operates in three campuses – at Bidhannagar – the main campus, at New Town, Rajarhat – the site for upcoming project and Chakgaria – the site for Medical Cyclotron along with Regional Radiation Medicine Centre which operates in the campus of Saroj Gupta Cancer Centre & Research Institute at Thakurpukur.

    Power & Duties of Director, VECC and Delegation of Power

    Director:     Director is the Head of this Unit of DAE. He has been delegated financial, administrative and other power by the Department of Atomic Energy for carrying on with the missions and activities of the Centre.

    Group Heads:  Group Heads are responsible for implementation of the objectives of the Group. Heads of Groups are provided with various administrative, financial and other powers as required for managing the activities of the Group.

    Division Heads: Each Group is further divided into several Divisions under different Heads of Divisions.  Heads of Divisions are responsible for proper implementation of the goals & objectives of their respective Divisions.  

    Section Heads: Divisions are usually further divided into Sections headed by senior scientists and engineers. Heads of Sections are responsible for final implementations of the objectives of the group at the working level.

    Chief Administrative Officer:  Chief Administrative Officer is the administrative head of VECC.  He/She is responsible for handling all administrative matters related to the Centre.

    Deputy Controller of Accounts: Deputy Controller of Accounts is the Head of the Accounts wing of the Centre.  He/She is responsible for handling all accounts and finance related matters of the Centre.

    4.1(b).iii.The procedure followed in the decision-making process, of including channels supervision and accountability:
    A well-defined hierarchical structure as mentioned above with proper line of communication is being followed in the decision making process of the technical, administrative and financial matters of  VECC.  Provisions, acts, rules etc. are followed as per Atomic Energy Acts, Rules and Notifications (http://www.dae.gov.in/node/60).
    Progress and projects are supervised by DAE through Annual Report.

    The Department follows the norms set out for all Government of India offices by the Department of Personnel & Training/Department of Administrative Reforms and Public Grievances.

    These are as per the various rulebooks, instructions, orders, court judgments, etc. as issued from time to time.

    4.1(b).vi.Statement of the categories of documents that are held by its or under its control:
    The categories of documents in this regard could be broadly indicated as annual reports, newsletters, progress reports, technical reports, manuals for application of various facilities & equipments, scientific publications in journals, books, rule books in addition to other books issued by the Central Government.

    4.1(b).vii.The particulars of any arrangement that exists for consultation with or representation by, the members of the public in relation to the formulation of its policy or implementation thereof:
    The formulation of policies or implementation of the same by the Unit is as per the guidelines and directives issued by the Central Government as received through Department of Atomic Energy. These policies are not formulated in consultation with the members of the public.

    4.1(b).viii.Statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advise and as to whether meetings of those boards, councils, committees and other bodies are open to the public or the minutes of such meetings are accessible for public:
    Scientific Advisory Council (SAC) of VECC and VECC Advisory Committee (VAC) take decisions in respect of administrative and scientific policies and programmes of this Centre.  Inter-divisional co-ordination for implementation of different projects is achieved through respective Project Committees. In addition, there are several committees whose functions are of advisory or recommendatory nature for assisting the Head of the Unit for discharging the duties.  The deliberations of Council / Committees are not open to the public and minutes of such meetings are also at present not accessible for public.

    VECC library is a part of the internal set up of the Centre to help to carry out the scientific and other works in the Unit.  It is not meant to be used as a public facility.  All the same, the library facilities are being made available to the academic groups from other organizations on specific request.

    4.2. No. Of employees against whom Disciplinary action has been proposed/ taken: During 2019, disciplinary action has been initiated against 2 employees in VECC for major penalty proceedings and the same have not yet been finalized.
